You should be able to reactivate a disabled subscription if you are assigned either Account Administrator or subscription Owner roles.
If you are not able to reactivate it via Azure Portal, please open a support request with Microsoft Billing team using the steps from this link - https://go.microsoft.com/fwlink/?linkid=2083458.
