Only Administrator for Azure left how do we provide access to another

We had a person how was doing some development work in Azure to see how we could use it for long term management of code. He left at the start of 2022 but had supposedly transferred copies of all the repository code to our internal systems for the few projects he had there. Well now almost two years later we have an issue and it looks like he missed something. We can access the account with some basic rights he gave us (tied to AD) but he did not grant authority to see the repositories on the projects. He is the only listed administrator over the system so now we have no idea how to get this resolved (as he never created any emergency accounts or other backup type items .. he was testing how the system could be used and we never reached that stage in planning). How do we get admin access?

    If there was only one global admin account and currently if you are blocked entirely, you can reach out to the Azure Data Protection team to restore access. 866-807-5850

    Also, for the future, you can create an emergency access account (break glass) in Azure AD. This account will help prevent being accidentally locked out of your Azure Active Directory (Azure AD) organization because you can't sign in for any reason.
