The link you shared is the official website of Microsoft and the webpage is still alive, so per my understanding, yes, the information that "At the moment we do not support connection over VPN." is still valid.
However, based on my experience, "do not support" doesn't necessarily mean it's not possible at all. Instead, my understanding is that, it means although you might be able to find some way to get it work, but Microsoft cannot provide support if it cannot work stably and other features are affected when connecting over VPN.
By the way, please understand that actually the "Outlook" tag is intended for general questions related to Outlook desktop clients for Windows or Mac.
