Why is "publish online" disabled in Outlook desktop?

What's the version of your Outlook client(File>Office account>About Outlook)?

What's the specific meaning of the "disabled" (there's no "Public Online" option in Outlook or this option is grey like below)

Could you publish your calendar normally on your web mail?

For the issues about grey icon, according to my test, the most possibility is that the account that you need to publish online is not your default account(also as known as first account added into outlook client firstly), the feature seems to be only available to the default account. If it's also your case, please try to recreate a new profile and re-add your account to test(Control Panel>Mail>Show profiles>Add>re-add your account).

Besides, based on my research, if you are Office 365 users, this option would be missing if the "Anonymous" domain isn't set in the sharing policy that's assigned to the user, please kindly contact your administrator to check it. The option appears but is grayed out. Like most security conscious companies, we only allow anonymous sharing by exception. But I can still publish other content internally (pages, documents etc) so that shouldn't block outlook calendar urls, which are still subject to the same restricted permissions as any other content. A user still has to be signed in to see the calendar.

Have you tried to check your account setting and confirm the account is your default accout as mentioned before?

Also, in order to further analyze if the issue is related to your client, it's suggested to check if you could publish your calendar on the web mail. For Microsoft account, please follow the steps below(Settings>View all settings>Calendar>share calendar)
