@Ray Souza, Thanks for posting in Q&A. For the Slack. if the old store app is already installed on a machine, and the new package/installer is set to install as system, it will not recognize that it is already installed and will attempt to install it again. This will result in the "cannot install toast notifications" error message.
You can find an affected device, manually uninstall the previous software and see if the new software can be installed. If it can work, then you can find if there's any PowerShell command or script to uninstall the software. If yes, then we can do it via PowerShell script in Intune to bulk uninstall them, then install the new one in Microsoft store new.
