Free Azure account for training purpose

I'm based in the UK, with a UK address and UK bank account and debit card.

Since years now Microsoft is collecting personal data, so when you sign up for a Free Azure Trail account you have to enter your card details - am I correct in stating that if you used your card once you are not eligible for a new account?! I used it once, years ago and it worked.

But since it doesn't, the only common thing is the card details as I even created a new hotmail address.

Also, for some reason Microsoft seems to be incapable to provide the information, why it was rejected.

I'm going through Azure training and some of the training accumulates to up to £20 / day if I have to work VMs, Clusters aso.

I see the free trail as Azure Sandbox, nothing more.

If you wanted a second free trial then the card details and email would need to be different.

Just to add to what Dave Patrick has stated,

Who is eligible for the Azure free account? The Azure free account is available to all new Azure customers who haven't previously had an Azure free account and received a USD$200 credit.

I'm guessing that this has been put in place to limit abuse of their free services.
