New Account failed to show setting content after deployment

We have been facing an issue that settings or windows search show blank content when new account first-login after cloning from master image.
The following steps is how we find the issues
- ADK: Windows 11 22H2 ADK
- OS ISO : SW_DVD9_Win_Pro_10_22H2_64BIT_Japanese_Pro_Ent_EDU_N_MLF_X23-20029.ISO
- New install with above iso
- Switch to Audio Mode when OOBE shown
- Perform Windows Update/Application Install/Windows Settings in Audit Mode
- Sysprep with Answer File, and shutdown PC (new account: user with no password, admin password added)
- Capture FFU Image, also Capture image with GHOST
- Apply Image to test PC
- Sign in Windows with user account, set Administrator account active
- user signed out, Administrator sign in
- create new account, let's say [012345] with password [123456]
- Administrator sign out, 012345 sign in
- open Window Setting, Click System, and then the right portion in System show nothing but BLANK
- Click in Windows Search Box, Showing nothing, but can see the progress bar on the top of the winodw
- When C:\USERS\Administrator folder being accessed by adminitrator password, the problem solves.
Every new account from this moment has same issues above
So, the question is:
- Can Windows 11 22H2 ADK be used with Windows 10 22H2?
- If not for above, what ADK should be used for Windows 10 22H2?
- We also found that
- if the Image created when using audit mode and answer files, the issues always there.
- If the image created by below steps, the issues are gone!
1. Audit Mode with no Answer File 1. Sysprep with Answer File but no Audit mode (Normal OS Installation, keep administrator account only) What will be the possible reasons to cause this issue?
- If the image created by below steps, the issues are gone!
- if the Image created when using audit mode and answer files, the issues always there.
- What will be the best combination for Windows 10 22H2 Deployment?
