Unfortunately, I do not think there is a way around this. You can try to get them to add the roles, but there is no guarantee this will work:
You must have the appropriate access to a subscription before you can create a support request for it. This means you must have the Owner, Contributor, or Support Request Contributor role, or a custom role with Microsoft.Support/*, at the subscription level.

If I had a CSP, I would probably try to press harder to have them escalate a support request with Microsoft to have things fixed.
