Merge Work and Personal profiles

I have exam results in two different profiles - My work account and a personal outlook.com account. When I attempt to merge from either my work or personal it tells me I can only have on personal account associated. Interestingly when I look at my work email, I see it already connected with a personal account exactly equal to my work account - and I cannot remove the association. How can I merge my personal outlook.com account with my work account?
