Using registry keys from older VS versions (2010, 2013, etc)

I want to compile Valve's "Source SDK 2013" code using Visual Studio 2022, But I first have to add some registry keys to Windows registry (as shown here ) so that I can use the Valve project compiler (which was made specifically to work with VS2013), But due to the fact that VS2013 is no longer maintained, Using older versions of the IDE is one of the only options that I have, I am wondering if it would break Microsoft's terms of service, Any answer would be appreciated, Thanks.
