New iPhone issues with app syncing

Granted, I did not have iCloud backup turned on for old iPhone device, as I did not know I needed that to be turned on prior to switching devices for everything to sync over. Now that the SIM card has been taken out of that device, and put into my new iPhone, how can I possibly turn that sync option on or find another workaround if the old phone currently has no Internet access. Secondly, why aren’t we informed of this potential syncing issue at some point in advance, or allowed a workaround for it?

    In the absence of a backup for restoration, the sole recourse is to utilize the account recovery methods provided by each service provider. The Microsoft Authenticator functions solely as a code generator.
