Dear Microsoft team,
Greetings for the day! In our contoso.com domain we have accidentally removed a licence from a mailbox and it went into soft deleted mailbox. Now when we try to reassign the licence from admin.microsoft.com portal it creates a mail contact instead of restoring mailbox. We do have global administrator access on exchange online. Email: ******@contoso.com. please help me with steps with screenshots to restore this mailbox.

You could try to use PowerShell to recover soft deleted mailbox.

Run the following command to get a list of all soft-deleted mailboxes:
Get-Mailbox –SoftDeletedMailbox
You could refer Example2.
New-MailboxRestoreRequest -SourceDatabase "MBD01" -SourceStoreMailbox "Tony Smith" -TargetMailbox ******@contoso.com -TargetIsArchive
this example restores the content of the source mailbox with the DisplayName of Tony Smith on mailbox database MBD01 to the archive mailbox for ******@contoso.com.
