Hello @Mike MacHenry , usually the lack of Entra ID admins in a tenant signals the aforementioned is a viral or non maaged tennat created by a self service signup.
If your case is the former, try taking over an unmanaged directory as administrator in Microsoft Entra ID. Otherwise, you will need to open a support case trough the Azure Portal or trough a phone call. Proof of possesion will be required.
