Block blank emails with external disclaimer on it.

Greetings!

In the Microsoft Defender, we can mark as spam a blank email. But what if there is an external disclaimer for your company? We also don't want to disable the disclaimer for the users to be aware of the external senders.

We tried to block the blank emails with disclaimers by using the (The message size is larger than or equal to '15 KB (15,360 bytes)') in the Transport rule. But I think there were emails that will be affected on this rule.

What can you suggest for the alternatives?
