How to deploy Phishing add-in for all users on Exchange 2019 environment

We are looking for steps to deploy Phishing alert Add-in for all mailbox users(Outlook). We have Exchange 2019 DAG with 4 nodes.

Do you mean Administrators deploy to all users through the Exchange admin center?

Here is an example. deploy to all users through the Exchange admin center

I think it is also applicable to exchange2019.
