Have you tried to run it as administrator?
It shows that you have insufficient privileges to access this directory: C:\Program Files (x86)\Microsoft SQL Server Management Studio 19\Common7\IDE\Remote Debugger\x86\symsrv.dll.
Please check if the file exists, and ensure you, Administrator and System have sufficient permission like Full Control/Read/Write to the directory.
You may need to check it with your system administrator and gain permissions to continue the installation.
