MS365 Standard error 80180002 when enable MFA procedure

Hello, I get a error when a users try to setup MFA for the first time.
After MFA is enabled for the user and he gets the question to configure MFA they login and enter password. After the MFA the error appears;
Your account was not set up on this device because device management could not be enabled 80180002.

I found several posts about this but didn't help me.
We dont have intune license but a previous admin did enabled the setting in MDM Intune and intune enrollment "MDM user scope" and "WIP" to all.
I set it to "none" but that didn't solve the problem. I don't know if this is related.

I did run the dsregcmd /status on a windows laptop and there are 2 lines that worries me;
"At Work Account 1"WorkplaceMdmUrl : https://wip.mam.manage.microsoft.com/Enroll

And at" URL Specific Proxy Config" Auto Detect PAC Status : Failed to auto detect the Proxy Auto-Configuration (PAC) script using WPAD. code: 0x80072f94
Can someone helpme to solve this error.

    On the affected device, please help check the state of the device in terms of Azure AD join and MDM enrollment. This can be done through Settings > Accounts > Access work or school in Windows. If there is your work account, please disconnect it and then retry MFA procedure. As shown below:
