Is Whisper Model only available in English Language?

Currently, when I query on models/base endpoints.

I am only seeing DisplayName 20230915 and 20231026 Whisper Preview with both en-US locale.

Does it mean that the model is usable only for the said locale? and will not work efficiently for the other locale?
