Unable to create storage account in cloudshell through azure portal

I am attempting to finish a sandbox exercise that utilizes Cloud Shell, but I am unable to access CLI but I am unable to create with the portal as it is mentioning some error like this: Azure Cloud Shell requires an Azure file share to persist files. This will create a new storage account for you, and this will incur a small monthly cost. View pricing Azure Cloud Shell will register your subscription with Microsoft.     Module: Describe Azure compute and networking services

    Unit 3 of 14: Exercise - Create an Azure virtual machine.

    To complete Unit 3 of 14, Exercise: To complete this module without needing a personal Azure subscription, utilize the Sandbox feature. The Sandbox includes a default subscription named "Concierge Subscription." Clicking the "Activate Sandbox" button initiates the creation of a resource group, assigns a role, and establishes a required storage account and file share for Cloud Shell under the "Concierge Subscription." Upon completing the module, the Sandbox automatically cleans up all resources, including resource groups. As outlined in the learn path, Azure CLI is specifically used in Task-1 and the exercise within the module.

    To complete the exercise, if you choose to open the Azure portal from your personal subscription instead of the Sandbox subscription (Concierge Subscription), you will need to create resources such as a storage account and file share to establish a connection to the Cloud Shell. Keep in mind that this may incur a small cost, as running resources can result in charges. After finishing the module, you have the option to delete resources individually or, alternatively, delete the entire resource group to eliminate the entire set of resources.
