got Error when migrate classic storage account to ARM

I tried to migrate classic storage account to ARM , and in prepare stage, got an error

this is the detailed error message
Note: I already searched in google, This error has happened in the past when there were VM images, VM machines with disks, or unattached disks in the storage account. but my classic storage account container is empty, so I think it's not the root cause,

and I also check the Disks (classic), OS Images (classic), and VM Images (classic) resources, no item came from this classic storage account

    In some cases, this is a transient error that goes away with a retry.

    If possible, you may try to migrate Classic Storage account to ARM using PowerShell or CLI and check if that helps.
