Getting error when deploying Application Gateway "The resource write operation failed to complete successfully, because it reached terminal provisioning state 'Failed'"

hello friends.
when I am trying to deploy application gateway the deployment is failing with below error.
could you please advise how this can be fixed please
Error:

I understand you are trying to deploy an Azure Application Gateway and are getting the ResourceDeploymentFailure error.
This error can happen when a resource is deployed with any un-supported configuration. Can you please share more details regarding this deployment? Like PowerShell/ Az CLI commands or the ARM template or any other information which can help us troubleshoot.

I am getting same error deploying the "VirtualMachineScaleset"
here is the error message

- WAS THIS HELPFUL?
May it be any restriction on subscription level?
Do I need to enable any service or feature before I will be able to create "Application Gateway" and "VirtualMachineScaleSet"
Basic Troubleshooting option diagnostic report also not showing any error.
