Problem with activating Authenticator from another country

I have a problem with the first login to a new 365 account, I select Authenticator as the MFA tool and Error code: 53003 appears. Is it possible that activation must take place from the country where my organization is located? I am currently in another country.

    53003 is BlockedByConditionalAccess
