How to enforce password resets for SSPW users in Hybrid Environemnt

Question

We have a hybrid environment and have certain users that never log into our network so they are never being prompted to change their passwords. We have enabled the SSPW for this group with write back and it is working in our test group. However, in addition to these users being able to change their password, we want to enforce the same 90 day change password policy on these users that only use SSPW and do not log in to AD.
