Unable to submit quota increase ticket

I have tried to submit a ticket several times and it just sends me to two randomly searched and found community threads.

We have an upgraded (paying) account and would like to submit a quota increase for Communication Services Email - anyone have an idea how to go about doing this?

    Hi,

    In the instructions they ask you to create a new Technical support request, which requires at least Developer level support or higher. If you don't have Developer lever or higher, you can try creating a Service and subscription limits (quotas) support request instead. Either way you can start the process using link below:

    https://portal.azure.com/#view/Microsoft_Azure_GTM/ModernBillingMenuBlade/~/supportrequest

    NOTE: If above link doesn't take you to New support request, navigate to Cost Management or Cost Management and Billing, and scroll down in left pane and click New support request.

    Issue type: Service and subscription limits (quotas), Quota type: Other requests, click Next. On Additional details tab, fill out required information, email/phone, etc., click Next, review details and submit case.

    IMPORTANT: If you choose to create a Technical case, please note that when you click Next on the first step there will be a delay and then some Recommended solutions will be displayed. Do not click on any of these, instead click Return to support request in upper left corner, as shown below, then continue completing case, clicking Next, etc.:
