Hello,
Based on my search, this update is the latest security update published for Windows 10, I haven't seen known issue in official webite.
https://support.microsoft.com/en-us/topic/december-12-2023-kb5033372-os-builds-19044-3803-and-19045-3803-9cea61c6-072b-41f1-8cf2-7c7bfdd12d5c
Firstly, I suggest that perform a clean boot to check.
Then check the options below if these settings could be related.
1.Verify ActiveX Control Settings: Ensure that the ActiveX control settings are configured correctly. Check if there are any specific settings related to scrolling behavior within the ActiveX control itself. You may need to review the properties and configuration options for the ActiveX control to ensure that scrolling is enabled and functioning as expected.
2.Test in Different Browsers: If the ActiveX control is used within a web browser, try testing the control in different web browsers to see if the scrolling issue is specific to a particular browser. This can help determine if the problem is related to browser compatibility.
3.Revert the Update: If the scrolling issue started after installing the KB5033372 update, consider temporarily uninstalling the update to see if the problem is resolved. If the scrolling functionality returns to normal after removing the update, you may need to wait for a subsequent update that addresses the issue.
Hope it helps.
