New Portal: Terms of Use Link Not Available When User Has Subscribed to a Product

In the old APIM Portal a user could view the Terms of Use before and after they subscribe to a particular product. However, in the new portal the Terms of Use only show before a user has subscribed. Is there a way for the Terms of Use to still be visible after a user has subscribed to a product?
