How to fix drive does not exist.

I have window 10 computer with 1Tb drive.

added 3 4Tb external drives. Toshiba, Seagate, & Elements

I cannot copy anything from my toshiba to any other drive (including any USB drive I may plug in) except to the C drive.

I always get a drive doesn't exist error.

I can copy anything to the toshiba from any other drive

I can create new content from Premiere Pro to Toshiba all I want but can't copy it anywhere except the C drive.

It is like the Toshiba only believes the C drive exists but no other but all other drives sees the Toshiba.

How can I fix this.

I have tried manually changing the drive IDs. I have manually assigned drive letters.

Nothing works.

Please help.
