From your description, I know that you want to block bad/bogus websites on chrome & edge browser via Intune or MS defender or using Web Content Filtering policy via Defender for business.
Based on my research, I found that you can create a configuration profile for Windows via Intune, and it will allow or block URLs where you find relevant.
