Help me understand the costs of SQL Servers

I have an SQL Database service running on S0 plan (DTUs = 10, Data max size (GB) = 10)

When I view the Cost Analytics for this service, I see the next statistic for December:
Dec 01 - Dec 15: Accumulated cost = 0$,

Dec 16: Accumulated cost = 0.48$

Dec 17: Accumulated cost = 1.45$

Dec 18: Accumulated cost = 2.42$

Dec 19: Accumulated cost = 3.49$

...

In November is a similar situation, the cost started growing from Nov 16

So, is it expected behavior? Does Azure have some documentation about that? For example, in App Service, the schedule is smooth during the month.

Also, I want to mention that my SQL Database is rarely used all the time, and resources do not increase in the second part of the month.
