Review permissions and consent window doesn't open in Admin Consent Requests

There is one application that I've previously granted permissions to that will not allow me to open the Review Permissions and Consent window. From multiple browsers, when I go to select it, I see the flash of a window opening but in a flash, it goes away. It is only on this one application, Microsoft Advertising Learning Lab, and does not do it with any other requested enterprise application.
