When Install KB4534321, I get error "This update in not applicable on your computer"

Question

I want to install this update "KB4534321" on windows server 2019 (1809 build 17763.1999). But I get error "This update in not applicable on your computer"

Also I install this update "kb4523204" but my problem is exist.

KB4534321 is a cumulative update from January 2020, which is too old.

This error is most likely due to the fact that you have installed cumulative updates from January 2020 onwards. If you install the January 2020 update on top of that, you will inevitably get the error.

Each new cumulative update includes previous cumulative updates and makes improvements.

I recommend that you install the latest cumulative update KB5033371 directly.
