Based on the information provided, I understand that you are looking to enable DR for a region which is not part of any of the paired regions and would like to know the impact if this kind of set up is done.
Microsoft recommends using the paired region as the DR site. However, if you want to use Japan East as your DR site instead of East Asia, you can do so.
Regarding the chances of both Southeast Asia and Japan East going down or maintenance being performed in both regions at the same time, it is difficult to predict as it depends on various factors such as the nature of the maintenance activity, the duration of the activity, and the impact of the activity on the region.
However, Microsoft takes measures to ensure that only one region in each pair updates at a time during planned maintenance to minimize downtime and risk of application outage. In the event of a wider Azure outage, one region is prioritized out of every pair to help reduce the time to restore for applications.
In addition, Microsoft provides a Recovery Time Objective (RTO) of 8 hours and a Recovery Point Objective (RPO) of 15 minutes for cross-region DR. This means that in the event of a disaster, Microsoft will work to restore the service within 8 hours and data loss will be limited to 15 minutes.
If you choose to use Japan East as your DR site, you should ensure that you have appropriate disaster recovery plans in place and regularly test your DR solution to ensure that it meets your business requirements.
