At a guess, it will be because the credit card that is being used, has been used before to set up a Free Azure Trial. You would need to try with another credit card.

I'm trying to figure out why a new Business domain, with a new Azure account would be ineligible for the Free Azure credit.
The free credit is used as a test bed to prevent and limit abnormally high charges whilst services are turned on, tested and developed in the run up to accepting that a good, well designed, cost efficient set of services are mounted.
Microsoft by restricting eligibility assumes abuse, that there would be individuals willing to setup all the services again and again on a monthly basis in order to get a free ride... it's absurd.
One month is merely the time to set up, trial and test services inorder to correctly figure out the Azure horrendous pricing tiers.
I wondering, why, when the new business related Azure account is not eligible for the $200 credit?
I created a support request, they give a automated copy paste zero detail response and then close the support case with zero detail or investigation.
