Technically, you can make guests Owners. Also technically, this is not supported in any shape or form, so dont expect any related functionalities to actually work.
Microsoft 365 Groups - allow guests to invite to Teams or make a guest a group owner
I have a user in our organisation, that has an industry team in Teams. It is made up of primarily external guests. He has asked if he is able to assign a guest permission to invite others to the Team.
I note that, currently, in Microsoft's documentation ( https://learn.microsoft.com/en-us/microsoftteams/teams-dependencies ) it states that guests can not invite in Teams even if you set Guests can Invite to Yes. But sometimes the docs are a little out of date. So is this still correct, or has it changed?
Is there any other way to make it possible for guests to invite others?
Also, is there anyway to make a Guest an Owner?
Cheers

I have created a feedback about this feature by this link: https://microsoftteams.uservoice.com/forums/555103-public/suggestions/41825989-allow-guests-to-invite-to-teams-or-make-a-guest-a. You could vote for it.
Microsoft will always focus on customer’s feedback and experience. Some new features would be added to the services based on customers' feedback in the future, and your good ideas will be very helpful for them to improve the service.
Your time, understanding and cooperation will be highly appreciated.
