We have reached out to the content author, and he has confirmed that they have been retained for some internal update and that the duplicates will be retired this month.

It looks like they were potentially two different modules at one point and then Microsoft decided to amalgamate the modules and services together.
It should be noted though that they should take down one so they they don't need to manage both of them.

Ya... i had same felling, but wonder if MSFT can confirm and take down the duplicate module if that is the case to prevent confusion.
