How can I escalate an issue that has been open for 3 months and is affecting the safety of our facility

Our SBC cannot commuicate with Microsoft leaving us unable to use our paging system. After 3 months we keep getting asked to send the same logs over and over again with no resolution in site. When I ask to escalate I get a request again for logs. I am considering reaching out to state and federal resources as this is a safety concern
