your Azure subscription is deleted or deactivated?
If the Azure subscription is deactivated you can reactivate the subscription again: Reactivate a disabled Azure subscription
If the Azure subscription is deleted you need to contact Azure Support. Maybe they are able to recover the deleted Azure Subscription.
If Azure Support isn't able to recover the Azure subscription I am afraid your subscription and VM is "gone" and there is no chance to create a backup. Sorry to say.
