I check my Settings for the server and add rules to the firewall, check the addreses, but I still can not connect.

Is your problem that the IIS server cannot be accessed by external networks? Did you receive any error messages? Please check the IIS logs, Windows event logs, any related application's logs, etc., and provide useful information about the error.
