Multiple Tasking - Can I get a URL to open up in the existing instance of Edge (or chrome) on a non active desktop?

So I have multiple desktops open. I have a PDF with URLs in it that is being viewed on desktop 1. I have edge running on desktop 2. When I click the URL in the PDF on desktop 1, it opens another instance of Edge on desktop 1 and then opens the URL. I want it to open the URL in the exiting instance of Edge that is on desktop 2 no matter what desktop I am using. That way I have a single instance of edge running with multiple tabs. Yes I realize I may have to switch desktops to see the URL that has been opened but that is the desired behavior. Please advise on how to set this up.

    Based on my research, this is default behavior for the chromium browser and there is no corresponding option to change it.
    We recommend that you could submit a feature request to the Dev Team by sending feedback (Press Alt+Shift+I) in Microsoft Edge.
