Packaged Flight submission not available to ALL testers

Hi,
I am running the latest version of Windows 10 and the latest version of VS 2019 Community.
I created a UWP Package Flight submission and assigned a tester group of 5 testers.
I submitted the submission and it passed all steps and was published.
The testers in the US were able to see the Package Flight version and install it.
The testers in India were not able see the PF version.
We double checked email addresses used for the tester group and confirmed the testers Windows account matched the emails they provided.
This process use to work, but it is not working now.
Any suggestions?

People in your known user groups must be signed in with their Microsoft accounts in order to receive a package flight. Another question is that, does the OS version of the devices that these testers are using support Package flights? Anyone in a flight group who is using a device running a version of Windows 10 that supports package flights (Windows.Desktop build 10586 or later; Windows.Mobile build 10586.63 or later; or Xbox One) will get the packages from the package flight(s) that you designate for that particular group.
