The answer you are recommending is still valid.
The new password reset experience is now part of the sign-up or sign-in policy. When the user selects the Forgot your password? link, they are immediately sent to the Forgot Password experience if "Self-service password reset" is enabled as below:
I just checked and "Self-service password reset" flow still exists and allows user to take to password reset screen while clicking to "Password Reset" link on sign in page. If you are still not able to see that option in your Azure AD B2C tenant, please let us know to help you further. Hope this will help.
