multi-factor authentication is set to off but it keeps on asking me to verify

This is insane. the multi-factor authentication is set to off on all users as some do not have smartphones but I keep on getting prompts to authenticate. HELP can someone fromMicrosoft please help as we are literally getting no service I was on the phone for ages trying to sort this out.

    Hi Joseph, If your tenant was created on or after October 22, 2019, security defaults might be enabled in your tenant. To protect all of our users, security defaults are being rolled out to all new tenants at creation.
