Unable to access SQL Server after upgrade windows server from 2012 r2 to 2016

Hi, I am seeking your assistance regarding an issues to access SQL DB Server running as Always ON in Windows Failover cluster. Client with Windows machine was able to access the above when it was running on Windows 2012 R2 . Since upgrade (in-place) to Windows 2016, users are unable to access the server until they disable their local windows firewall or need to create incoming rule to allow all ports from SQL Server which is quite strange. Windows Firewall on Server at was already disabled. W I will appreciate if any has nay idea why it is happening ? Regards Naveed
