Can we add pg_partman extension in azure postgres without taking downtime or restarting machine?

Can we add pg_partman extension in azure postgres without taking downtime or restarting machine? If yes please share how can we do that? i am using postgres 14

You can any extension where restart is not required however for the pg_partman extension restart is required. Here is the reason why you need to restart https://github.com/pgpartman/pg_partman
