Add new teams application but not responding to messages

A new bot application has been uploaded in the team's admin center and users can view the new application in managed apps in teams.
But the bot is not responding to any of the messages and seeing the below error in Azure AI Bot.
The application has been uploaded by the team's admin. What can be the reason why the tenant is blocking the app.
Also, for the past two months, we have been experiencing significant delays in the listing of apps in the managed apps section for users following the upload of the Teams application in the admin center.
