How come I get a discount on a game when my friend gets it for free even though we both have gamepass ultimate.

I am trying to install a game and my friend got it fine but it just gives me a 10 percent discount. We both have gamepass ultimate. The only difference is im on an old gen xbox 1 and he's on a new gen. This has happened with a couple games aswell. I also just picked a random tag what ever that is it is unrealated.
