Why are some users without the Microsoft Teams Phone Standard License still getting email - "Check out features of Microsoft Teams Phone with Calling Plan "?

Users in our organization who do not have Microsoft Teams Phone Standard License are getting email from Microsoft asking them to check out features of Microsoft Teams Phone with Calling Plan. This is creating confusion among the employees. Why is Microsoft sending these emails to the users without Phone License? Could you please tell me:

What is the email address of the sender of this email? Have some users within your organization recently purchased this license? Whether the user has set up a rule that causes emails to be forwarded to you when the user receives them.

Connected with Microsoft and found out the emails were sent by mistake by Microsoft. We confirmed that there was nothing in our settings that had caused the email to be triggered to the users without the standard phone license.

This is still happening as of 26/03/2024. One of my clients just got this - and they absolutely do not subscribe to this Calling Plan, only the standard Teams Standard licence.

MS: This is causing concern. Can you resolve it?
