Did you try to create a storage account in a different region?
It could an interim issue, try to create the storage account again through different browser.
Can you please try to create the Storage account using PowerShell or CLI and let me know the status: https://learn.microsoft.com/en-us/azure/storage/common/storage-account-create?tabs=azure-portal
Refer to this section on https://learn.microsoft.com/en-us/azure/azure-resource-manager/troubleshooting/common-deployment-errors#validation-errors and check if you are seeing any of these.
Additional information: Try to sign up using Chrome and in an incognito window or clear all your browser cache and try using the Edge Browser.
Register 'Microsoft.storage' in the resource providers menu in the Azure subscription. Select the item and click on 'register' on the top of the page.
