To get the more meaningful details about the connectivity issue, please run the below Azure SQL Connectivity Checker from your local machine.

This PowerShell script will run some connectivity checks from this machine to the server and database.

Please pass the Server, Database, user and password in the script and execute, it will generate the output file to your C$ drive which you can validate to find any networking issue.
