All of our admins and users are no longer able to Review quarantined messages. The error is as follows: "The operation couldn't be performed because the user does not have the authorization!" We've been able to do this until today.

We've been able to do this until today.
Is there any change made against the quarantine policy in your organization right before the occurrence of the issue?
Does the problem affect all users and all quarantined messages?
I checked in my lab tenant, and I can still review the quarantined messages from my end. For your situation, please have a look at the Service Health page via M365 admin center and see if there's any potentially relevant incident which is already been worked on.

There has not been a policy change since 2021. It is the same one.
It also allows full access.

The policy looks good to me. Considering that the issue occurs suddenly without any change made from your end, I'd recommend trying to open a support tickect so that the engineers might be able to check it further from the backend to see if the issue can be figured out.
HI Yuki, I tried to send in a support ticket before posting here but there is no service type for "Exchange" as an option to choose. It doesn't even show the main services like Exchange or SharePoint etc. So it only gives me a paid option if I want support. It won't even let me send in a ticket to the engineers to check out.
